Request for Qualifications - Architectural and Engineering Services

The Robert Young Center for Community Mental Health is soliciting qualifications from architectural and engineering firms to provide design services for the remodeling and renovation of inpatient behavioral health units and an outpatient substance use disorder services facility. These facilities are in Rock Island, Illinois.

About Us

The Robert Young Center, part of UnityPoint Health – Trinity, provides care for every behavioral health need. Our team specializes in mental health, substance abuse and crisis services for children, adolescents and adults. Members of the Quad Cities and surrounding communities have turned to the Robert Young Center for behavioral health support for nearly 40 years. Robert Young Center was the first community mental health center in Illinois. We have a decades-long reputation for helping people navigate difficult times using trauma-informed care practices and compassion. You can count on us, too. 

Our trained mental health specialists have the tools to guide you through whatever mental health challenges you face. You can trust us for help with relationship difficulties, anxiety or depression, or mental disorders like schizophrenia. We treat children, teens and adults who have a broad range of needs. The Robert Young Center provides a full spectrum of hospital-based and outpatient mental health services to children, adolescents and adults. We offer care at locations throughout the Quad Cities region. For example, you can receive high-quality mental health expertise at inpatient residential facilities, outpatient mental health clinics, UnityPoint Clinic primary care practices and local schools. We treat all types of mental health challenges using a trauma-informed approach. That means we recognize the many ways a traumatic experience, such as emotional or sexual abuse, can affect someone later in life.

Welcome to the Robert Young Center for Community Mental Health. Throughout our 36 years, we have continued to strive to meet the needs of our clients and our referral sources. During this time of growth, we have maintained a commitment to quality care, customer service and customer satisfaction, and that commitment is evident in our total quality improvement program.

Additional Services

Behavioral Health Support Groups
Listening to people who have experienced similar challenges can provide a valuable learning opportunity and meaningful support. We help engage people and families affected by mental health and substance use disorders with local chapters of mental health advocacy organizations, such as Alcoholic Anonymous and the National Alliance for Mental Illness.

We tailor group therapy to focus on how certain factors, such as the judicial system, family needs or careers, may affect substance use treatment. And we offer support groups dedicated to different needs, including teens and parents of teens affected by suicide loss and mental illness.
Community Involvement

Our community approach to care means you have more than one way to get the treatment you need. You can access our mental health services at:

  • Outpatient clinics: You can receive outpatient mental health services at Robert Young Center's four main outpatient clinics in Moline and Rock Island, Illinois, and Muscatine and Davenport, Iowa. Each of these sites provides individual and group counseling and medication management.
  • Local primary care practices: Our behavioral health specialists work with primary care offices to provide mental health evaluation and outpatient treatment services at 14 local UnityPoint Clinic locations.
  • Local schools: Our therapists coordinate with school counselors in five area school districts. They identify at-risk children and provide counseling and telepsychiatry services to students in schools. We work with school districts to customize service offerings based on students' needs and each school district's circumstances.
  • UnityPoint Health - Trinity Rock Island hospital: Our specialists provide inpatient and emergency mental health services at the Rock Island campus, assisting people who are experiencing a mental health crisis.
Community Support Program
Our Community Support Program provides case management, daily living and social skills training, and employment support. We help Rock Island and Mercer County residents who have severe psychiatric disabilities to engage in the community.

As part of this program, District 11 provides safe and affordable housing for people who meet certain criteria. This group home has benefited more than 700 adolescents and adults who have severe and persistent mental illness, such as schizophrenia or bipolar disorder.
Crisis Intervention
Crisis intervention services are available 24 hours a day, seven days a week, providing help for individuals who may call about a chemical dependency problem. Individuals may call for themselves, a friend, or a family member.

Trained staff will help the individual explore options that are available, give suggestions on intervention, and explain treatment alternatives. If an individual is intoxicated, they will be encouraged to come to Riverside for detoxification. A course of treatment and a rehabilitation plan will be determined after this time.

Individuals may also be referred to Riverside on a crisis basis if a patient comes to the Emergency Room and is highly intoxicated or under the influence.
Detoxification
Detoxification services help a person become alcohol or drug-free and is the process by which individuals are medically monitored for withdrawal and other complications which may occur following cessation of prolonged use of alcohol or drugs. Highly trained medical staff continually evaluate and observe all detox patients to ensure that they are not representing as harmful to themselves or others.

Comprehensive detoxification services include medical and nutrition evaluations and treatment of withdrawal symptoms.

Once an individual is medically stable, the detoxification process focuses on further evaluation of the individual's substance abuse use. Treatment planning is completed prior to discharge so a continuum of care is established.
Peer Support
Peer support can be a powerful and positive influence. Peer support specialists are people who have lived experience with mental health or substance use disorder. They offer firsthand perspectives on how to navigate challenges successfully. Peer support specialists work within our mental health and substance use disorder programs to support you throughout your care.

Telepsychiatry
Telepsychiatry services: Our growing telepsychiatry program helps provide behavioral health services to more people, in new ways. Virtual care enables our specialists to provide mental health support to emergency departments, school districts, mental health outpatient locations and even people at home.
Victim Impact Panel (VIP)
We help coordinate a Victim Impact Panel (VIP), which offers a special learning opportunity for people who have been pulled over for driving under the influence. These individuals can attend classes where they hear firsthand from families who have encountered a tragedy at the hands of someone driving under the influence. The VIP program offers perspectives that can have a powerful effect, inspiring lasting change.

We work closely with the Rock Island County Probation and Drug Court program. For people whose legal problems are a product of a mental health or substance use condition, we can provide support. Some people can receive mandated community-based mental health treatment instead of incarceration.

Riverside Alcohol and Drug Services

Recovery from addiction begins with abstinence from alcohol and drugs, but it doesn't stop there. Recovery includes learning new life skills, and new ways to deal with emotions. Inpatient and outpatient programming is based on the principles of trauma-informed care and the belief that our clients hold the unique ability to lead fulfilling substance-free and productive lives. We believe that addiction is a disease and utilize the 12-step program. RYC supports the individual and their family throughout each stage of the substance abuse treatment and recovery process. Since 1972, the chemical dependency programs at Riverside have helped thousands of people learn how to live more meaningful lives and remain chemical-free.

Riverside, the hospital-based chemical dependency treatment program of UnityPoint Health - Robert Young Center, offers inpatient and outpatient services for adults. Services include 24-hour emergency treatment and crisis intervention, medical detoxification, diagnostic evaluation, and aftercare programs. Patients receive individual counseling and participate in group sessions.

Other services include recreational programs, relaxation techniques, positive living instructions and self-help groups, including Alcoholics Anonymous and Narcotics Anonymous. Riverside is located at the UnityPoint Health – Trinity Rock Island campus. Individuals may be self-referred or referred by any number of sources, including community programs, family members or the court.

Robert Young History

The Community Mental Health Centers Act of 1963 allowed for the planning, staffing and construction of Comprehensive Community Mental Health Centers (CMHC) across America. By the time this funding was halted in 1980, more than 800 such CMHC's had been developed throughout the United States.

Robert Young Center was the first CMHC in Illinois as well as the first hospital-based CMHC in either Illinois or Iowa. Despite the national movement toward integration of behavioral health services and primary health care, it is extremely rare to come across hospitals that include a community mental health center as part of its corporate configuration (less than 1%).

Throughout its history, Robert Young Center has been a major contributor to quality mental health services in the Quad City and Muscatine regions.

Biography of the Actor Robert Young

Robert Young, an American actor, is best known for his television roles in "Father Knows Best" and "Marcus Welby, M.D." Throughout his 60-year career, Young had supporting roles in more than 100 films. In his later years, Young revealed that his public image was a direct contrast to his private life, which included a 30-year battle with alcoholism and depression. After discovering he was suffering from a chemical imbalance, Young began to speak publicly about the issues and problems related to alcohol and depression, and his personal struggles.

The Robert Young Center for Community Mental Health, an affiliate of UnityPoint Health – Trinity, is a comprehensive community mental health center named after Young for his work with the passage of the 708 Illinois Tax Referendum.
