This Vision Fuels Our Mission
The Finley Health Foundation provides financial support to UnityPoint Health - Finley Hospital and the Dubuque Visiting Nurse Association via ongoing fundraising activities – through the cultivation and solicitation of gifts from private individuals and families, area corporations, foundations and government entities that can be used to support operations, clinical programs and major capital projects.
Finley Health Foundation partners with donors like you to ensure access to high-quality health care for patients and families who rely on the compassion and expertise at UnityPoint Health - Finley Hospital, a not-for-profit health care organization. Your generosity supports a standard of excellence in care, innovation and comfort that would not be possible without you.
Finley Hospital's rich history dates back to 1890, when Mrs. Helen Finley bequeathed her family home, in memory of her husband, Dr. John Finley, to establish a hospital in Dubuque in his name. Finley Hospital began as a 27-room hospital with only 40 beds and now thrives as a 126-bed hospital carrying on the legacy of Dr. Finley's compassion. The Finley Health Foundation was established in 1986 to raise funds for the betterment of Finley Hospital, Dubuque Visiting Nurse Association (VNA) and initiatives supported by Finley Tri-States Health Group, Inc. The Foundation works to build public awareness, attract charitable gifts and steward donors who wish to support local health care. Today, the dedicated team at Finley Health Foundation is proud to continue Mrs. Finley’s legacy of impactful philanthropy, ensuring that every gift creates a lasting impact where it's needed most.
All funds raised through Finley Health Foundation support various programs at Finley Hospital and the Dubuque VNA. We do not provide direct grants to external organizations. Finley Health Foundation operates as a not-for-profit, tax-exempt 501(c)3 organization and serves as the charitable arm of Finley Hospital and the Dubuque VNA.
Philanthropy is based on voluntary action for the common good. It is a tradition of giving and sharing that is primary to the quality of life. To assure that philanthropy merits the respect and trust of the general public, and that donors and prospective donors can have full confidence in the not-for-profit organizations and causes they are asked to support, we declare that all donors have these rights:
- To be informed of the organization's mission, of the way the organization intends to use donated resources, and of its capacity to use donations effectively for their intended purposes.
- To be informed of the identity of those serving on the organization's governing board, and to expect the board to exercise prudent judgment in its stewardship responsibilities.
- To have access to the organization's most recent financial statements.
- To be assured their gifts will be used for the purposes for which they were given.
- To receive appropriate acknowledgment and recognition.
- To be assured that information about their donation is handled with respect and with confidentiality to the extent provided by law.
- To expect that all relationships with individuals representing organizations of interest to the donor will be professional in nature.
- To be informed whether those seeking donations are volunteers, employees of the organization or hired solicitors.
- To have the opportunity for their names to be deleted from mailing lists that an organization may intend to share.
- To feel free to ask questions when making a donation and to receive prompt, truthful and forthright answers.

Barbara Potts
Executive Director
Before transitioning to the non-profit sector, I enjoyed a 29-year career at US Bank NA, as Senior Vice President of Wealth Management and Vice President of Private Banking. After a successful career helping clients realize their financial goals, I now enjoy promoting the need for philanthropy by marrying donor’s passion to purpose in health care.
Developing strong relationships professionally and personally continues to be at the center of my work at Finley. Bringing people together to support a strong health care system is a core driver that makes Dubuque a vibrant community for all.
While I have been immensely proud all our fundraising initiatives, I was excited to make the Pediatric Therapy Center a reality to enhance services for the youngest patients we serve. The relocation and expansion of this Finley program brought care close to home and accommodated the growth of services to better serve.
As a life-long Dubuque resident, I am proud to have developed my understanding of philanthropy by serving on area boards that include: YWCA Foundation Board, Loras Club of Dubuque Alumni Board, Gannon Center for Community Mental Health, YWCA Board of Directors, United Way – Audit Committee, Catholic Foundation for the Archdioceses of Dubuque, Church of the Resurrection Finance Council and Capital Campaign.
Balancing a healthy work-life is important to me. I enjoy spending time on the links with my husband Jeff and our three adult children. Being “Oma” to our four beautiful grandchildren continues to be the highlight of our lives.

Philanthropy has always been an important part of my life, giving of my time and talents for the betterment of my community and those around me. Growing up there was always someone who needed help from the community; the generosity of others to lend a helping hand or organize a small fundraising event made a profound impact on my life. Supporting the community became my passion.
I began my journey with the Finley Health Foundation in 2015 and chose to work in the health care field because everyone deserves local, high-quality health care. Connecting my passion for philanthropy with your passion to make a meaningful impact on health care is exciting. I would appreciate the opportunity to learn your “why” for supporting Finley Hospital and the Dubuque Visiting Nurse Association.
As a farm girl at heart, my husband, daughter and I enjoy exploring the countryside around Dyersville and throughout Dubuque County. We can often be found on the golf course, attending a sporting event or watching our daughter at one of her many activities.

Giving back to the community that my family and I call home is immensely important to me. I have spent over 20 years working for and volunteering my time with nonprofit organizations throughout the tri-state region.
I truly believe in the impact Finley Hospital makes on the lives of those we serve. I previously served as a case manager with the Dubuque Visiting Nurse Association and as the Retired and Senior Volunteer Program Director at Finley Hospital. My passion is connecting people to the causes that ignite their dreams for their philanthropy. Together we can meet community needs and build a strong community for all.
Community involvement and collaboration are central in my life, both personally and professionally. Through volunteer involvement I have served with the Association of Fundraising Professionals, on committees and as the previous chapter President, and on the board of directors for the Foundation for Dubuque Public Schools. I am a member of the PTO and Booster club at my children’s schools and enjoy cheering them on in all their activities.
My husband, two children and I enjoy exploring the beauty of our country and traveling together to create many cherished memories. One of our favorite annual trips is to the Northwoods of Wisconsin, the state I grew up in. Thank you for your support of Finley Hospital and the Finley Health Foundation.
